Step #1. Open WhatsApp on your iPhone.
Step #2. Now, open any conversation. Tap on the “+” button.
Step #3. Next, you need to select “Photo & Video Library” in the menu.
Step #4. Tap on the GIF button at the bottom left corner.
Step #5. On the next screen, you will see plenty of GIFs. Choose your favorite GIF as per your mood or situation.

You can add any GIF which you like a lot to the starred section in order to access it easily.
Step #1. Open WhatsApp → conversation.
Step #2. Now, you need to touch and hold on any GIF which you like. Choose the star button.
Step #3. If your iPhone supports 3D Touch, simply peek the GIF and Swipe to reveal the menu. Then, tap on Star.

In order to access the starred GIFS, open any conversation, tap on the plus button → “Photo & Video Library → GIF button → tap on Starred tab. All of your starred GIFs will be stored here.
How to Send Live Photo as GIF in WhatsApp on iPhone
Step #1. Open WhatsApp → conversation → Plus button.
Step #2. Tap on “Photo & Video Library”. Choose your favorite Live Photo.
You can now simply 3D Touch on it and swipe up then choose “Select as GIF”.
To send the Live Photo as a normal photo, choose Select as Photo in the menu.
